Baku, November 3, AZERTAC “President Ilham Aliyev’s resolute leadership, the determination of the Azerbaijani people and the heroism of servicemen were among the key factors behind Azerbaijan’s victory in the 44-day Patriotic War. The state leadership’s efforts during the war, the mobilization of society and the Commander-in-Chief’s direct involvement in military and political developments were instrumental in securing victory,” retired US Army Major John Spencer said at the presentation of his book, “The War for Karabakh: Strategy, Technology, and Victory.”Referring to developments during and after the war, he stressed that they clearly demonstrated President Ilham Aliyev’s leadership and direct involvement in overseeing the processes.“The President’s immediate visits to the liberated territories highlighted the profound political and moral significance of their liberation for Azerbaijan and its people. The servicemen who sacrificed their lives demonstrated the price of victory and the immense sacrifices it required. President Ilham Aliyev’s deep respect for the memory of the martyrs further reinforced the moral significance of the victory.”Spencer identified the duration of the war, the determination of the Azerbaijani people and society-wide mobilization as key factors behind the victory.“Military success depends not only on battlefield performance but also on strategic political decisions and national unity around a common goal,” he emphasized. The retired US Army major also highlighted the importance of President Ilham Aliyev’s wartime speeches, noting that his regular addresses kept the public informed, strengthened national resolve and clearly communicated the country’s objectives.

Baku, November 3, AZERTAC “Equally important is turning this initiative into sustained international cooperation. The 7th World Forum on Intercultural Dialogue, held in Baku on October 27–29, 2026, is the latest example,” Rza Aliyev, Secretary-General of the Nizami Ganjavi International Center, said in an interview with AZERTAC.He noted that Azerbaijan’s significant contribution lay in bringing together the experience of different countries through such gatherings and creating opportunities for joint initiatives.“Our work at the Nizami Ganjavi International Center also helps expand these opportunities. Through the Global Baku Forum, we bring together political and public figures from different countries in Baku. Such gatherings are essential for maintaining communication among people with differing views and allowing them to hear one another’s arguments directly. Azerbaijan’s historical experience of coexistence and its contemporary international initiatives provide a strong foundation for continuing this work. I believe our country’s role in the future can grow even further in this direction, particularly by turning cultural affinity into practical cooperation,” the Secretary-General emphasized. The full interview will be published soon.

Baku, November 3, AZERTAC “I believe Azerbaijan’s main strength lies in its ability to find common ground among different cultures and bring them together around one table,” Rza Aliyev, Secretary-General of the Nizami Ganjavi International Center, said in an interview with AZERTAC.He noted that the Baku Process was a concrete manifestation of Azerbaijan’s role as a bridge between Asia and Europe.“On the initiative of President Ilham Aliyev, ministers of culture from Islamic countries were also invited to the Conference of Ministers of Culture of Council of Europe member states held in Baku in 2008. In 2009, representatives of European countries participated in the Baku meeting of ministers of culture of Islamic countries. In this way, Azerbaijan opened a direct channel of communication between two distinct international communities. I believe this is one of the clearest examples of our country’s role as a cultural bridge,” the Secretary-General added. The full interview will be published soon.

Baku, November 3, AZERTACOn November 3, the Center of Analysis of International Relations and Multiculturalism and the Baku Book Center jointly organized a presentation ceremony of the book "The War for Karabakh: Strategy, Technology, and Victory," co-authored by retired US Army Colonel Liam Collins and Major John Spencer. The publication analyzes the historical background of the Garabagh conflict and the key factors behind Azerbaijan's victory in the 44-day Patriotic War.During the presentation ceremony, the American authors, retired US Army Colonel Liam Collins and Major John Spencer, provided detailed information on the preparation for the publication, key research areas, and their conclusions. They mentioned that the book took nearly two years to complete. Liam Collins noted that strengthening military potential, reforms carried out in the armed forces, and enhancing combat capability had played a vital role in Azerbaijan's victory in the Second Garabagh War. He emphasized that the effectiveness of the army depends not only on the quantity of weapon systems, but also on their quality and proper deployment.John Spencer underlined that Azerbaijan's military operations in the 44-day Patriotic War were characterized not only by the deployment of unmanned aerial vehicles (UAVs), but also by complex ground operations, coordination of troops, and misdirecting the enemy. Following the presentation ceremony, a media briefing was held with the participation of the American authors. The book is one of the first comprehensive and systematic foreign military studies on Azerbaijan's victory in the 44-day Patriotic War. The involvement of experts from the Unites States Military Academy West Point specializing in military research, further increases the scientific and analytical significance of the publication. The book covers an extensive period starting from the historical roots of the Garabagh conflict and the First Garabagh War to Azerbaijan's victory in the 44-day Patriotic War and subsequent military-political developments. Its separate sections analyze Azerbaijan's preparation strategy (Grand Strategy) for a large-scale war, the "Iron Fist" operation, the main stages of the 44-day Patriotic War, military operations conducted by the Azerbaijani Army in the directions of Hadrut, Amirvarli, Fuzuli, Zangilan, and Gubadli districts, the battles for Shusha, as well as the anti-terrorist measures carried out in 2023.The book also provides a critical analysis of the widespread opinion attributing Azerbaijan's victory solely to the deployment of unmanned aerial vehicles (UAVs). It highlights Azerbaijan's deep mastery of the concept of "deployment of modern combat systems" as one of the key reasons for its military success. The research is based on interviews conducted with approximately 100 military and civilian experts. The authors also conducted on-site field research by visiting the areas where key battles took place. The book places special emphasis on the strategy of the Commander-in-Chief of Azerbaijan President Ilham Aliyev, as well as his active communication efforts domestically and internationally, as well as his fight against disinformation.Prior to the publication of the book, the authors conducted detailed research and published articles on the course of battles for the cities of Hadrut and Shusha during the 44-day war.Liam Collins is Director of the Madison Policy Forum, Senior Fellow with New America's Future Security Program, and Distinguished Military Fellow at the Middle East Institute. A retired US Army Special Forces colonel, he conducted multiple combat and operational deployments to Afghanistan, Iraq, Bosnia, South America, and the Horn of Africa. From 2016 to 2018, he served as executive officer to the US Senior Defense Advisor to Ukraine, working closely with senior Ukrainian military and government officials on defense reform. He holds an MPA and a PhD from Princeton University.John Spencer is Chair of Urban Warfare Studies at the Modern War Institute at West Point and Co-Director of the Urban Warfare Project. A retired US Army officer with more than twenty-five years of active-duty service, including two combat deployments to Iraq, he is widely recognized as one of the world's leading experts on urban warfare. An award-winning scholar, author, and military analyst, Spencer has advised senior military leaders and governments worldwide.

Baku, November 3, AZERTAC“Azerbaijan's long-term economic development strategy and military reforms were among the primary factors that led to the Victory in the 44-day Patriotic War. The strengthening of the country's economic potential paved the way for boosting its defense capabilities, modernizing the army, and building modern military capabilities,” American author and expert Liam Collins said during the presentation ceremony of the book "The War for Karabakh: Strategy, Technology, and Victory," co-organized by the Center for Analysis of International Relations and Multiculturalism and the Baku Book Center.Recalling Azerbaijan's challenging economic situation in 1994, the American expert added: "However, in subsequent years, Azerbaijan channeled the revenues generated from its energy resources into economic development and the strengthening of its military potential. This approach allowed the country to both expand its economic capabilities and modernize its army. Azerbaijan's military reforms, along with the enhanced readiness and combat effectiveness of its armed forces, also had a significant impact on the outcome of the 44-day war.”

Stockholm, November 1, AZERTACAzerbaijan regained its independence in 1991, and that same year, thousands of kilometers away from the Land of Fire, in the Norwegian city of Mo i Rana, a girl was born into an Azerbaijani family who was given the ancient name Shervin - a name symbolizing strength, heroism, and an eternal soul. This alignment of dates carries a subtle symbolism today. Throughout its history, Azerbaijan has undergone through complex trials, defending its statehood, national identity, language, and culture. Shervin Najafpour, an Azerbaijani woman born and raised in Norway, but who preserved a deep connection with her roots, also walked the path of searching for and asserting her national identity.Over the years of her activity, she managed to prove herself in the most diverse spheres, ranging from fashion and politics to cultural diplomacy and public projects. Guided by her independent views and multifaceted interests, Shervin strives to preserve the connection with her Azerbaijani roots, building a cultural bridge between Azerbaijan and Norway. In her interview with AZERTAC correspondent, Chairperson of CAN diaspora organization Shervin Najafpour highlighted the organization's cultural projects and strengthening ties between Azerbaijan and Norway. — Ms. Shervin, you are a versatile personality actively manifesting yourself in various fields - from fashion to public and cultural activities. Let's start with fashion. How did your journey as a designer begin?— My interest in fashion began in childhood when my mother taught me how to sew. After studying in high school in the US, I earned a bachelor’s degree in international marketing leadership at BI in Norway. Interning with two prominent Norwegian designers over the next two years allowed me to immerse myself professionally into fashion and evolve as a designer. At the age of 16, 17, and 18, I designed clothes for members of the Norwegian royal family, as well as a dress for one of the finalists of the Miss Universe Norway contest. The "Land of Our Origin" collection also holds a special place in my creative journeys. While working on it, I set out to capture the cultural links between Norway and the Turkic world, inspired by Thor Heyerdahl’s work on the historical links between the Caucasus and Scandinavia. Back then, I expressed my ideas through fabrics, colors, silhouettes, and symbols. Looking back, I understand that I was already engaged in something much larger than creating clothes. But, perhaps, the most significant project for me was the collection "I'm a Star," which I presented in 2019 at Antalya Fashion Week.— Why does this project occupy a special place in your life?— First of all, because it allowed me to unite two very important directions for me - the love of fashion and the love of Azerbaijan. I have always believed that fashion is not only the art of creating clothes, but also a powerful medium for storytelling. That is why, using the international fashion platform, I tried to attract the attention of the international public to Azerbaijani territories occupied at that time and the destinies of people who dreamed of returning to their native land. Each exit of models to the podium was accompanied by thematic messages appearing in the background, featuring "I'm a Star in Garabagh," the words of Leyla Aliyeva "I want to go home, to Garabagh," as well as others dedicated to Azerbaijan. After the show, my life literally changed overnight. Unexpectedly, I found myself in the center of attention of the media of Azerbaijan and Türkiye. By the next morning, calls and messages with congratulations poured in, with many praising the extraordinary step.Doors that previously seemed closed unexpectedly began to open before me. Along with recognition, however, rumors and misunderstandings appeared. Despite others giving interviews claiming to have funded my project, the truth is different. My father, Atabey, believed in my dream from day one and backed me financially. I often joke that all my work was actually funded by the “Atabey Foundation."Honestly, I never expected such a reaction. I couldn't imagine an independent project causing such a wide public response. For weeks, media interest didn't fade. I gave 21 interviews to TV and press in just a few days. Though exhausted and overwhelmed, I was, above all, deeply grateful.Just two weeks after the show, I was already flying to Baku, to fulfill one of most cherished dreams: visiting Garabagh for the first time.— I understand your dream came true?— It came true! Together with member of Milli Majlis Ganira Pashayeva and other members of the delegation, I visited the village of Jojug Marjanly to celebrate Novruz holiday with servicemen and families who returned to their native lands. In 2019, the village was in close proximity to the contact line, so we were accompanied by the military. This trip was one of the most significant events in my life. After celebrations at the village school, I visited several displaced families and was deeply moved by their warmth and hospitality. They welcomed me like family, sharing tea, homemade sweets, and their personal stories, leaving me in tears.Imagine me, born and raised in Norway, untouched by the horrors of war, loss, or displacement, sitting alongside those who had endured it all. Yet, simply because I tried to share their stories of longing and hope with the world, they embraced me as one of their own.During those meetings, they kept asking me for one thing, to continue talking about Garabagh. And I kept my promise. In subsequent years, I implemented a whole series of projects dedicated to Garabagh. Among them is a two-week information campaign within which 200 billboards were installed in the center of Oslo, as well as cultural evenings aimed at promoting the rich heritage of Garabagh. All this time, I kept in my memory the meetings with its residents, their stories, words of gratitude, and prayers. The theme of the Great Return to Garabagh has become a key focus of my professional activity. — Ms. Shervin, you are also the Chairperson of CAN organization. How did the idea of its creation arise and what projects have you managed to implement over the years of its activity?— I founded CAN in 2018. From the very beginning, I wanted to create something greater than just an association of compatriots. My aim was to build cultural bridges, showcasing both Azerbaijani culture and the rich heritage of the Great Silk Road.I wanted to go beyond traditional diaspora meetings, when people gather predominantly in the circle of their compatriots. I wanted to create opportunities for a real cultural dialogue, to establish ties between peoples and leading cultural institutions of Norway.Over the years of CAN's activity, we managed to implement many interesting projects. And today I can proudly say that our efforts have delivered results. We maintain cooperation with influential cultural institutions of Norway, we are invited to significant events and offered to act as partners in various projects. For me, this is especially valuable, as it testifies to the fact that our activity has received recognition, becoming a part of the cultural life of the country. One of the most significant projects for me was the exhibition dedicated to National Leader of the Azerbaijani people Heydar Aliyev and his warm friendship with the famous Norwegian traveler and researcher Thor Heyerdahl. This exhibition aroused great interest, and its solemn opening ceremony was hosted by the then Mayor of Oslo Marianne Borgen. The book “Jyrtdan in Oslo”, implemented jointly with Honored Artist Bahram Baghirzada, also holds a special place in my heart. Introducing our beloved folktale hero to Norway goes beyond cultural exchange; it is a story about childhood, memory, cultural roots, and a sense of belonging. The same can be said about the "Baku" bus stop in Norway. At first glance, this is the most ordinary stop. But it bears the name "Baku," and thanks to this, a small piece of Azerbaijan becomes part of the Norwegian landscape.Someone passes or drives by daily without even paying attention to the name. And someone, perhaps, will stop one day and think: "Why is this place called Baku? What story is hidden behind this name?" It is from such simple curiosity that acquaintance with another culture begins. And that means another bridge between our countries is born.To me, this is the true beauty of cultural diplomacy. It thrives not just in official halls, but through a painting, a song, a children’s book, a fashion collection or event an ordinary road sign in Norway.Perhaps this is why building cultural bridges has become my true vocation. After all, there are still so many untold stories in the world, so many people who have yet to meet each other, and so many cultural ties that are still waiting for their discovery.I want to introduce Norway to the Land of Fire, and Azerbaijan to the land of the Vikings.— Ms. Shervin, thank you for such an inspiring conversation. We wish every success in your further projects.— Thank you. At the conclusion of our conversation, I would like to express one more sincere wish. I would very much like more Azerbaijani sponsors to recognize the importance of the cultural initiatives implemented abroad and to support unique projects capable of exerting a long-term impact.President Ilham Aliyev has repeatedly emphasized the importance of cultural diplomacy and the preservation of the native language abroad. In this context, I would like to particularly note the significance of supporting cultural initiatives implemented abroad. I am convinced that investing resources in such projects strengthens cultural ties and leaves a legacy for future generations.Above all, the message I wish to pass to the next generation is simple - you don’t need to be born on the land of your ancestors to be part of its history.
Signagi, October 30, AZERTAC The 11th meeting of the Azerbaijan–Georgia Intergovernmental Commission on Economic Cooperation was held in Signagi, in Georgia’s Kakheti region, co-chaired by the countries’ Prime Ministers, Ali Asadov and Irakli Kobakhidze. The meeting featured an exchange of views on the current state and prospects of the strategic partnership between Azerbaijan and Georgia, as well as ways to expand cooperation in trade and the economy, investment, energy, transport and transit, agriculture, culture, humanitarian affairs and other areas.Addressing the meeting, Azerbaijani Prime Minister Ali Asadov emphasized the importance of dynamic high-level political dialogue in strengthening bilateral cooperation.“The state visit to Georgia by Azerbaijani President Ilham Aliyev in April, as well as Georgian Prime Minister Irakli Kobakhidze’s visit to Azerbaijan in May as part of WUF13, were of great importance. These visits once again reaffirmed the strategic nature of our bilateral relations and contributed to further strengthening cooperation. The two countries have always supported each other in international organizations, particularly on issues related to territorial integrity and sovereignty,” Ali Asadov said. The Prime Minister noted that trade and economic cooperation between the two countries continued to develop positively.“Georgia is one of Azerbaijan’s key trading partners. In the first nine months of this year, trade between the two countries increased by 42 per cent, approaching $1 billion and exceeding last year’s figure,” he said.Highlighting the successful development of investment cooperation, Asadov noted that Azerbaijan was one of the largest investors in Georgia’s economy. He also pointed to the positive momentum in the implementation of joint investment projects, describing the opening of a new hotel in Tbilisi, built by an Azerbaijani investor, as a clear example of this cooperation.“Joint energy projects between Azerbaijan and Georgia, particularly the Baku–Tbilisi–Ceyhan pipeline and the Southern Gas Corridor, play a crucial role in ensuring Europe’s energy security and diversifying energy supply routes,” the Azerbaijani Prime Minister emphasized.Ali Asadov also highlighted the steady development of bilateral cooperation in the electricity sector.“Following a major power outage in Georgia this July, Azerbaijan promptly provided support in response to a request from the Georgian side. The event was co-organized by the Centre of Analysis of International Relations (AIR Center) of Azerbaijan and the Egmont – Royal Institute for International Relations of Belgium.Addressing the opening ceremony, Bernard Siman, Senior Associate Fellow at the Egmont Institute, emphasized the crucial role of think tanks in generating new ideas, developing strategic approaches and forecasting future trends.Farid Shafiyev, Chairman of the Board of the AIR Center, noted that visits by the heads of European institutions to Azerbaijan this year reflected a mutual interest in strengthening the partnership. He said these visits could be viewed as the beginning of a new phase in Azerbaijan–European Union relations.Touching upon the process of normalizing relations between Azerbaijan and Armenia, Farid Shafiyev highlighted the progress achieved following the Washington summit, while emphasizing the need to remove territorial claims against Azerbaijan from Armenia’s Constitution. He underlined that the peace agreement expected to be signed should not contradict constitutional provisions containing such claims, highlighting the importance of Europe’s historical experience in identifying potential solutions.Farid Shafiyev noted that direct contacts between Azerbaijan and Armenia were more effective than processes involving third parties. He urged European politicians to distinguish between those contributing to the peace process and those hindering it, stressing that Azerbaijan remained committed to its policy of promoting peace. The forum continued with panel sessions. The event brought together experts from think tanks in Azerbaijan and Belgium, as well as Italy, Spain, the Czech Republic, Austria, Romania, North Macedonia, the United Kingdom, the Netherlands and Sweden.

Baku, October 28, AZERTAC “Azerbaijan is consistently implementing measures to combat corruption. Modernizing legislation, increasing transparency and accountability in public administration, ensuring the digitalization and accessibility of public services, and strengthening public oversight all play an important role in preventing corruption,” President Ilham Aliyev said in his address to the participants of the Third Ministerial Meeting of Anti-Corruption Law Enforcement Authorities of the Member States of the Organisation of Islamic Cooperation, held in Baku. The head of state noted that during the nearly 30-year occupation of Azerbaijan’s territories, the illegal exploitation of the country’s natural resources, including mineral deposits, involving foreign entities had caused severe environmental damage to the region. He added that substantial proceeds derived from these crimes had been laundered through international financial channels.“Digital development, particularly the rapid spread of artificial intelligence, expands opportunities to combat corruption while also creating conditions for new forms of corruption and the misuse of digital financial instruments. The effective use of modern technological solutions by relevant law enforcement agencies is particularly important for preventing and efficiently investigating such crimes.“I am confident that the discussions and proposals put forward in Baku will help further strengthen cooperation among OIC member states in combating corruption, build mutual trust and contribute to the sustainable development of our countries,” President Ilham Aliyev added.

Baku, October 28, AZERTAC “Azerbaijan attaches particular importance to developing cooperation, strengthening solidarity and promoting mutual support within the framework of the OIC, and consistently works towards achieving these goals,” President Ilham Aliyev said in his address to the participants of the Third Ministerial Meeting of Anti-Corruption Law Enforcement Authorities of the Member States of the Organisation of Islamic Cooperation, held in Baku.“Corruption is a crime that undermines public trust in state institutions and damages social justice, fair competition and economic development. In some cases, the transnational nature of such crimes necessitates measures at both national and international levels. In this regard, the Makkah Al-Mukarramah Convention of the Member States of the OIC on Anti-Corruption Law Enforcement Cooperation is a strategic document that establishes a common legal framework in this field. Azerbaijan’s accession to this Convention is of great importance for strengthening international cooperation,” the head of state emphasized.
